We issued a warning against the fake regulator FISEU a few days ago. The website claims the Financial Industry Regulatory Authority, Inc. in the U.S. is the operator. This company operates FINRA, the main private self-regulatory organization for brokers and exchanges. Scammers operate FISEU to register scam brokers such as Capital Whale or Monecor and issue certificates to deceive potential victims. Stay far away and protect your financial health.

Short Narrative
In the FISEU certificates, the scam brokers are confirmed to have a European Financial Commission (EFC) authorization. This is, of course, complete bullshit. There is no European Financial Commission and, therefore, no such certification or authorization.
