The MetaTrader trademark was first registered through MetaQuote Software Corp in the Bahamas and then transferred to MetaQuotes Ltd in Cyprus. Who the beneficial owners of MetaQuotes Group are besides Renat Fatkullin is not known.
Millions of computers around the world run with MetaTrader. In the US and the UK, EU, or Asian countries. MetaTrader is also the preferred client terminal of the Israeli PandaTS white-label broker platform on which both regulated brokers and scam brokers run.

1) Renat is from Russia but is now a Cyprus permanent resident. Therefore, he has nothing to do with Russia anymore, so no, MetaQuotes is not controlled by some shady Russians.
2) The biggest retail brokers across the world are almost all offering Metatrader, and scams are a minority. IG, IC Markets, Darwinex, are among the world top brokers supporting MT.
