Binary Options – Illegal Broker Eclipse Finance Exposed

Spread financial intelligence

The Uk Financial Conduct Authority (FCA) included Eclipse Finance in its list of unauthorised binary options firms as did the Hong Kong Securities and Futures Commission (SFC) in September 2016 and the Cyprus Securities and Exchange Commission (CySEC) in December 2016. In July 2018, UK-based Eclipse Finance has been shut down by the High Court over its false and misleading claims. Losses reported to UK Action Fraud totaled over £600,000. It was for sure a big scam with many UK victims.

Eclipse Finance And Massive Binary Options Fraud

Eclipse Finance was part of a massive binary options fraud exposed by FinanceFeeds in July 2016. Following complaints received about Eclipse’s methods, the UK Insolvency Service investigated and petitioned for the company to be shut down, in the public interest. The UK High Court heard that Eclipse was persuading people from Britain and all over the world to invest in a bogus binary options scheme. Consequently, the High Court closed down the scam in July 2018.

Insolvency Service investigators spoke to investors and found none won, but all lost significant sums, averaging over £50,000 each. Losses reported to Action Fraud totaled over £600,000. The company blamed the losses on hackers. However, the investigating team could find no evidence of computer system intrusion.

Beneficial Owners

According to documents available to our research team, the beneficial owners and hence the ultimate perpetrators behind this binary options fraud established the well-known pattern with offshore-entities and frontend companies:

The scam operation was again established by Northwestern Management Services Ltd providing its partner Genevieve Magnan as an officer for the scam operation. This Genevieve Magnan is involved in dozens of broker scams as an officer which makes her for sure a co-conspirator.

The beneficial owners of the Eclipse Finance schemes were identified as the Russians:

  • Ivan Khoziainov and
  • Max Bekov

While it’s evident that those guys finally performed the binary options broker scam between 2014 and 2018 it’s not clear whether there are more perpetrators.

Payment Services by PayObin and Hermes

Payment services for the binary options fraud has been provided by the PayObin group of companies as one can learn from the old terms and conditions:

This Agreement is executed by and between Aronex Holdings Limited, (the “Company”) and the Client, a physical or legal person, (the “Client”). Clearing and billing services are done by Herrolds Capital LLP, England.

Eclipse Finance – Termes and Conditions (March 2015)

As a matter of fact, Hermes Solution replaced Herrolds Capital LLP as clearing and payment entity for Eclipse Finance in 2016 and thus may have to be qualified as a co-operator of the scam. As uncovered by our FinTelegram Research Team, the illegal payment services company Hermes Solution Podgorica which was involved in dozens of scams is beneficially owned and/or controlled by the Israeli citizens Eyal Nachum, Tamir Zoltovski and Oded Jeremitsky via their SeeddPay. This Agreement is executed by and between Eclipse Finance Ltd., (the “Company”), and the Client, a physical or legal person, (the “Client”). Clearing and billing services are done by Hermes Solution D.O.O., Montenegro.

Eclipse Finance – Terms and Conditions (March 2016)

Today, Eyal Nachum and Tamir Zoltovski are also the beneficial owners of the registered payment company Moneta International UAB. One has to question if they are actually the fit and proper people to run a licensed financial company given their past activities.
